Mobile app for Apple AND Android

I would like to get an app developed from scratch.
I want it to be a very high quality job, and there may be a need for complicated programming.
It needs to be a freelancer that is a FLUENT English Speaker.
The app will involve the use of the mobile phone voice recognition functions to do commands etc on the phone.
I will send the full outline to the winning developer.
I will provide the outline idea, you will be responsible for everything from there up to the app being ready to publish and use. You will need to publish the app to our Google play console and apple account. Final payment will be made once the app is live. You will be responsible for any errors found by Google Play Console and Apple when uploading the app.
Once the budget is agreed it will be fixed.
