Live Streaming - eCommerce - APP Development / Design

Hi,

I am looking for an experience app developer (IOS & ANDROID) for a live streaming app that I have designed. I need to find someone who is VERY EXPERIENCED with being able to deveop the following functionality:

1. In App Purchases
2. In App Live Streaming (What is the best live streaming API and associated costs?)
3. Overlays on Live Streaming (In Stream Messaging)
4. Recording Live Streams for Access After stream has ended
5. Instant Messaging
6. Push Notification

I have page designs for the app and ive created a simple click model but the design and flow may need tweaking according to the recommended payment gateways and streaming API.

The design will need re-creating in the correct file formats before it is developed.
