Joomla Classifieds website to iOS/android app

So I am currently working on a joomla classifieds website. Its listing plugin is called Dj-classifieds.

I would like to create apps in both android and iOS so that users can easily navigate all future ads and adding their own.

I will need it to synchronise with the website and vice versa, nice UI to display the ad and categories. You can look at OLX Free Classifieds app (https://itunes.apple.com/us/app/olx-free-classifieds/id382059698?mt=8) for approximate reference.

So what I am looking for is a total synchronization of the website with the iOS and Android apps. In brief my website has the following features which I would like the app to link and have more or less the same:

- Social Media Integration: Users can login/register through the major social media such as Facebook, Google, Outlook, Twitter etc. They can also share an add with them.

- They can create create a new advert. This may or may not required to be registered (not yet decided).

- Registered users can add listings as favourites and can view/edit their listings.

- IMPORTANT: Users can choose to purchase premium promotion features(FastLane Promotion) such as bring to top, bold letters, border, backround, or Special (feature their ad in homepage or other distinct places. In some way we need to provide the same at the apps in terms of display and perhaps offer in-app purchases to subscribe to such promotions?

- The website is currently divided into 8 main categories. The app will need to place emphasis to the display of these categories.

Do you think you can provide these features with nice functionality, easy New Advert form etc?

Which methods/languages do you plan to use to create the two apps?

Extra notes:
The attachment offers an app flow, based on the OLX app. It has extensive notes on it but it requires you to download it and open it using a proper PDF viewer to see them.
