IPhone application - please read the description carefully

We require an iPhone app that allows us to do the following. Please read carefully as we're being quite specific!

- User opens app. App shows a splash screen (we can provide this)
- User is presented with a home page that has four tabs (these will be links to pages hosted online - we will code these)
- One of the tabs allows users to send questions into our service.
- When the user clicks on this tab, they get a box to enter their question. User types the question in and presses send.
- The app makes an in-app purchase request. If successful, the question is sent to our servers.
- We send an answer back to them via SMS (they will need to provide a phone number) OR, preferably, via Push Message.

We would also like the winning proposer to handle the registration of the App on the App Store and help us create an account to collect the revenues from the in-app purchases.
