I need a simple app created for IOS and Android

Description of requirements/functionality: I need an app created that utilizes the web view functionality on both IOS and Android. There are multiple GitHub projects that give you most of the code. It's basically turning my website application into an app using web-view.

It literally needs to display a certain set of webpages in 100% width and height.

There needs to be a page that displays if there is no internet connection. There needs to be a loader / spinner when pages are loading or the app is loading. The app needs to have the icon that I provide.

It needs to work with all devices (although our web-pages are mobile friendly so I assume this would auto adjust).

This job is literally just for the creation of the app files, which should be given to me in a format where I can upload to the app store or google play. I will be given all necessary files.
