Experienced Programmer - Build Basic Programme with possible ongoing development

Description of requirements/functionality: The basic program would allow for a user to enter and then store different server names (or IP addresses).

You can then select a test to be performed against that server at either a predefined time or at certain time intervals.

The testing method will expand overtime but for the initial programme it will involve the below...
- Ping - Ping the server to check if it responds to pings.
- Webpage test - Goes to a "webpage" and looks for the word "test".

After each time it runs a test (according to its stored setting), if it fails then it will send an email to a predefined contact to state the server is down and was unable to perform the test action.

Extra notes: There are many programmes out there that do a similar task but I want to have something that works for me exactly how I want it to work.
