Developer needed for bar code shopping app

An app which finds other stores which sell the product, by scanning its bar code, also allowing the user to compare products to each other and find the best deal for the same product. ( such as ShopSavvy and Idealo). This app should be for Andriod and IOS. The app should also be able to show if there are any stores selling the product the same product nearby. This may require web scraping or using other APIs to identify the stores online that sell the product.
