Design an Android app

I'm looking for someone who is able to create an Android app using ionic 2. I have a zip file that pretty much done all the layout and the functional. I still have a problem with ground overlay image on the map because I want to get the coordination for each parking space. Here is the detail of the app about:

Using the Parking Availability app, the user will have the choice to view parking availability and parking traffic before arriving to the desired parking lot. The user will have the option to allow the Parking Availability app to activate a visual map of the parking lot or parking garage, for users that are driving, to provide safe access to parking information. Upon arriving near the users' destination, the app will activate its visual map with parking availability information making this system the easiest and most user-friendly system available. The Android App must be able to communicate with server, locate user on map and show nearly sensor equipped garages, show bird-eye view map of available parking spaces in each level of the garage.
