Build a proof of concept IOS app

I need a POC developed which will involve an understanding of (or willingness to learn) how to:

- interpret available wifi connections detected by an iPhone
- connect automatically to a wifi 'openzone'
- capture location information from a connected wifi
- plot on a mapping service i.e. Apple Maps.

The minimum hours are required to at least investigate the feasibility of this proposition. The POC does not need to have good UX, just work reliably so that field tests can be performed.

I'd like this to start asap, and will need to talk to the developer directly to explain the details of what is required.
