A Small Pay Per View YouTube

I would like an app which runs on iOS and Android where I can upload films up to 1GB each for users to watch on a pay per view basis. I do not need big design or UX expertise at this time, just a minimum viable product app which demonstrates the functionality. The main feature I need is a friction-free payment facility when the user enters payment details but can then select a film to watch for a price without having to confirm payment between selection of the film and the start of watching - this "friction free" element is critical.
