General information for the business: school
Description of requirements/functionality: We have started a project to create an offline with online sync program, see attached the program spec.
Someone has already started this but unable to finish. What I need is someone to finish of the program to that it works.
Concentrate on the full diagnostic data.
For the urgent matter the admin panel does not matter to me, or even the question sync, The most important is that students can do the full diagnostic test, if they have internet results are uploaded, if not they can download to excel.
Program is windows based, with web based access as well, I believe also IOS and android export.
I am in urgent need for this so please let me know you timescales.

We have offices in USA & India and I could deliver this job as we had done similar software to couple of clients. Kindly share your skype/number to discuss more.
P.S. Normal web developers cannot develop this software.
