Description
Technology Partner Required – Council Committee Management Software (UK Public Sector Tender)
Project Description
Cashsend Ltd, a UK-based software development and IT solutions company, is seeking an experienced software development company or established technology provider to collaborate on a UK public-sector tender for a Committee Management Software Solution.
We are preparing a competitive tender submission and are looking for a reliable technical partner who can provide an existing software solution or assist with developing, implementing and supporting a bespoke platform.
Cashsend Ltd intends to act as the prime contractor, managing the client relationship, tender submission and overall project delivery.
Project Requirements
The proposed software solution must support the following:
- Council committee meetings, agendas, minutes and meeting packs.
- Councillor and committee member management.
- Public and restricted access to meeting documents.
- Secure document management, search and archiving.
- iOS and Android mobile access, including offline functionality.
- PDF annotation and document highlighting.
- Microsoft 365 and Outlook integration.
- Role-based permissions, audit trails and security.
- Migration from an existing committee management platform.
- Reporting, administration and workflow management.
- Compatibility with Windows Server, Microsoft SQL Server and VMware infrastructure.
- Implementation, training, documentation and ongoing technical support.
The solution must meet UK public-sector security, accessibility and data protection requirements.
Partnership Options
We are open to two approaches:
Option 1 – Existing Software Solution
A technology company with an established committee or meeting management software platform that can be customised, implemented and supported for the Council.
Option 2 – Bespoke Software Development
An experienced development company capable of delivering the complete solution within a defined implementation timetable.
Preference may be given to companies with existing solutions that can be demonstrated.
Preferred Partner Qualifications
We are particularly interested in companies that can demonstrate:
- Previous experience delivering committee management, governance, document management or comparable enterprise software.
- At least three relevant software contracts undertaken within the past five years.
- Experience working with UK councils, public-sector organisations or similar institutions.
- Strong software security and quality assurance practices.
- Experience deploying solutions on Microsoft-based infrastructure.
- Capacity to provide ongoing support under a three-year contract.
Relevant certifications, such as ISO 27001 or Cyber Essentials, would be advantageous.
Information Required From Applicants
Please provide:
1. Company name, website and location.
2. Overview of relevant software development experience.
3. Details of any existing committee management software.
4. Three relevant projects or client references.
5. Proposed technical approach and delivery timescale.
6. Estimated implementation and three-year support costs.
7. Relevant technical certifications and security capabilities.
8. Confirmation of willingness to work as a subcontractor or technology partner under Cashsend Ltd.
Commercial Arrangements
This is a genuine public-sector tender opportunity, subject to Cashsend Ltd successfully securing the contract.
We are seeking a commercially competitive partner capable of delivering a reliable solution within the Council's required timeframe.
A confidentiality agreement may be required before detailed tender documents are shared.
Please apply only if you represent an established software development company or have substantial experience delivering comparable enterprise software solutions.

Hi Samson, could you confirm the tender submission deadline and required go-live date, and whether the Microsoft infrastructure compatibility and three recent software-contract references are mandatory pass/fail requirements? Also, is the £363 budget intended for a paid pre-tender feasibility/scoping phase, with implementation and three-year support priced separately, or is technical partner input expected to be contingent on winning the tender? Thanks, Will

Migration from an existing platform is often the trickiest part of this kind of tender. Could you share which committee management platform you are migrating from so the data migration approach can be scoped?

Can you please answer below questions
1. Is an established committee management product preferred over bespoke development?
2. Could you share the tender deadline and expected implementation timeframe?
