Professional e-commerce website with integrated user self-registration and management

General information for the website: For course registration, user management, mailing lists, payment processing

Description of every page/module: I need a fully automated website that will be to advertise courses (throughout the year) which has the following features.

1) User can register on the website and key in all their details (and close their account if they want to) to be a "member".
2) Email addresses stored on a database, with option for people to sign up / remove themselves from individual mailing list (or chose to remove themselves from all the emails). Only administrator can access the database.
3) People can register for a course (the course will be held in a physical location, not online), make a payment online (paypal, and I can get credit card processing facilities from a bank once the site is nearing completion).
4) People can have ability to have a refund processed online if they cancel their place on the course X number of days in advance, or partial refund if they cancel Y number of days in advance, or if they cancel too close to the date, then no refund.
5) Website can limit the number of people who can sign up to a course (and give an automatic live update as to how many places remaining on the course website - extracted directly from the database). I should be able to set the details of the course being offered and how many places there are to begin with.
6) If I chose to run 2 different courses at the same time, users should be able to see all available courses and register for more than 1 course.
7) Users should be able to log into a secure area to view what courses they have upcoming.
8) After a course, I should be able to upload individual certificates onto the server, and place a link via the website so people can log into their account, and print their own certificate.
9) Website must be fully 256SSL encrypted.

I only need someone to make the fully functioning and professional website. I will provide the domain, hosting service, 256SSL certificate etc, if you tell me exactly what sort of server is needed (windows / Linux) with what features (i.e. ASP, SQL, etc), all that will be provided and so you don't need to include in your quote.
