Magento 1.9 Create Order Programatically

Extra notes: I have a custom controller
/quotelist/index

It currently serves the purpose of holding a form which is the cart data with some additional fields
Input 1: Start Date
Input 2: End Date

These are all on page in the PHTML template on the custom route as above.

The user can also see their address if they are logged in from their my account section.
The user can also add a new address. This is currently flat phtml and no form action
TASK: Store these values of the new address

The action for this '/quotelist' should programatically should create a normal Magento order firing two emails.
TASK: Order email containing the to customer saying their order has been received
TASK: Send admin an email containing custom data
TASK: The custom data inside Magento can be stored as a comment to simplifying the admin as I would the data to be more in the email rather than admin.


For now I have the controller setup with the path and loading in the phtml templates.
It is ready for form action and also model integration from a backend Magento developer.
