Implement a website and then embed features

I am starting a small e-comm web service and I need a developer who can install a pre-template file for my wordpress site. When the template is installed, I need the developer to optimize the site by removing all unnecessary large pre-installed files and plugins in order to make the site loading fast for mobile users. After that, I need the developer to generate one or two special features (e.g. a personalized quiz to recommend the list of products for users) to make the site more attractive and interactive for users.

Summary Task list:

1) Install the theme in the site.
2) Embed about 7 pages in the site.
3) Polish the contents and customized the pages, as necessary, to remove unused files.
4) Embed the loop playing video in the landing page.
5) Install quiz feature in the landing page where it will recommend a list of courses.
6) Test a gif button and see if it looks good. If so, add them in the site.
7) Connect Stripes account in the shopping cart.
8) Make sure that the TalentLMS is well integrated (Update the TalentLMS's portal login site) and synced well with the site (e.g. Single Sign-On support, SSL for my custom domain, etc).
9) Design the site as a mobile, Google Search and SEO friendly, including on-site SEO optimization.
10) Integrate the WooComm process to make a smooth purchase transition for users.
