XLS DB convert to SQL DB

I have a project where l need to convert a XLS db with VB for some macro's to SQL db. the SQL db needs to have a user friendly front end for the information to be input. The excel db has a front end and it would be the preference to use this as the front end of the SQL d/b.
A copy of the paperwork can be provided via email. The system seems to be very straight forward but l do not have the time to do the project. Therefore open to the best bid.
The work is required asap and therefore your rates should reflect working on the project start to finish. Ideally you should aim to have a draft of the DB by the end of this week 9th Jan. I can populate the data into the sql DB. Therefore the project is to build the basic SQL DB or covert the excel DB to SQL.
This is part one of a three part project and therefore the successful bid will be given first choice on the remaining DB design work.
