VB.Net 2 page, one function data page

Description of requirements/features: I require a two page website :

Page 1 consists of:

Username field
Password Field
Login Button

if username & password brings up a record on our users table, then go to the next page.

Page 2

Something like "You are logged in as < (from userDB) at the top of the screen and a place holder for us to put our logo.

List of all shifts that are unstaffed from our staff shifts table.
A "bid" button next to each shift (which becomes a cancel button if the staff member has already made a bid)

If the staff member makes a bid, a record is added to a staffbids table with the key of the previously logged in user's record.

There then needs to be a logout button.

The back end is currently a password protected Access database. Further down the line it will be upscaled to a SQL Server - this is not a priority for us at this stage, so won't be done in advance of this project. This project is liable to grow in to a more functional staff portal.

Quotes for both a simple functional system and one that includes basic CSS, alternate colours for each line, and responsive screen sizing would be appreciated.
Extra notes: The database is stored on a MS Windows Server (2008 R2) which has IIS already installed.
