Website build and deployment working roughly from the spec show at:

Includes registration (both as a client and job seeker)
job posting
job acceptance
payment gateway inclusion
job search
permission settings
unlimited number of surplus text screens (ie about us, how it works, help, advice and tips etc)
Job filtering mechanism via an ajax request (ie no page reloads for filtering)
Backend admin for an administrator to use and have full access and privelages to view and edit jobs, job categories, users, page text, seo information etc.
Automatic email system
Cron jobs as needed (ie daily automatic tasks)

The build will utilise a bespoke build specifically for this website, developed and designed specifically for this type of job board posting mechanism.

The payment gateway will be either via Paypal, Escrow or Sagepay.
Leroy will supply the design of the site for the developer (i.e. me) to build.
Registration checks will be asked for (ie driving licence) but no automated system will be in place to check this info. A 3rd party solution can be looked into.
Automatic address data input from an initial postcode can be included, but again the service will be outsourced to a 3rd party supplier that the client will have to be aware of costs for. These are cheap, reliable, robust and generally the best way to deal with address validation.
