The aim is to create a sheet where we can view all of our clients and who in the team manages each service.
The sheet needs to be able to filter by staff member to see their work load
The sheet also needs to be filtered by client so we can see who is working across each area
The sheet also needs to be filtered by service to see how many clients sit within each service area
We will want to be able to filter but also view all clients at once and the services and staff
We will want to be able to add, edit and remove staff, services and clients
Ideally the master list stays the same and there are sections below where we can filter by staff/ service/client

Can you please advise if this is to be located on one PC/Laptop with one administrator or multiple users having varying access to it from multiple machines? i.e. One extreme to another?

Are you looking for someone to enter your clients data on to a spreadsheet?
Or are you looking for help on how to filter within an already made spreadsheet?
