Ponctual support on MySQL (and PHP) to optimizing queries (or even create queries)

Support to optimizing some MySQL queries to get "states of the art" queries.I am looking for someone that can help me for few hours in the next 3 months (e.g. app.10 to 20 hours). Maybe with some PHP development for back end application.

Description of requirements/functionality: The first optimisation will be for 2 queries that are run sequentially to obtain a clean file from a scrapping web data file. The current SQL code is working but it create those tables each time. :-(
Objectives:
- change the queries from create to insert type query (in order to not re-create old records each time) and to take into consideration only new records;
- optimize the queries for speed and best practices purpose (including fields to be INDEX, for example)
- create new query(ies) to show which data were not uploaded in the clean file due to missing information (but not due to duplicate).

ESTIMATED TIME TO COMPLETE WORK: from probably btw 1 and 2 hours, 3 hours max.

Notes:
1) Max(Time_Extract) could be used to know which was the latest records that were included in the results table
2) the fields Time_Publication, Pair, Contributor, Category_signal, Entry_point_Type, Entry_point_Value, Stop_Loss, Take_profit_1 could be used as keys
