Online Portal for flat owners. PHP/MySQL based

We are a property management company who have an on line portal to deliver information to owners and tenants of the developments we manage. The current system allows us to update people on meetings that are occurring, upload meeting minutes, add insurance documents, post information on maintenance tasks we are undertaking. We require someone to assist our internal IT guy bring it up to standard as the current system is built in classic ASP code and is dated. He is currently in the process of redeveloping using PHP with MySQL at the back end. The database stricture is almost ready for the system however lots of the PHP elements still need building. Ideally whoever is pitching for this job needs to be able to be up to speed with PHP OOP as the current system is lacking this and we pay the price.

So in summary we are on the look out for someone with great PHP and MySQL skills, design is not an issue as we have templates to build to and ideally we would like the new system built in a way we can just apply different templates going forward based on what our designers give us.

The system can't be built on an of the shelf CMS as we need flexibility to add in permission levels. Again more details on this can be given on request.
