Microsoft Access database

Database management system (DBMS): Microsoft Access
Description of requirements/functionality: We are subscribed to weekly data updates that relate to planning applications. The data comes to us in Excel xlsx (see attached) as one sheet in a workbook. Each row represents a single planning application, and the details of the application are in columns.

I would like to create a database with related tables so I can analyse the data. I would like 3 tables:

Applications - a table for the actual data relating to each application
Applicants - a table that pulls the data of the applicants from the applications table, and collects them in records per applicant, so that we can see, for example, how many applications and what type a certain applicant has submitted.
Agents - the same as for 'Applicants' table, but for data relating to Agents. Agents are people that submit the application on behalf of the applicant.

We receive the xlsx weekly via email, so the database will be updated using the xls import tool to update the records.
