Login script-openID, Gallery, PHP ,mySQL

I need a simple website to be created from scratch. I need the 3 following programming functions to be generated. Minimal Html GUI is required.

LOGIN
Index page (has login and an email subscription PHP email Form)
I need a simple, secure log-in with nonce protection, via CLickpass (openID).
The whole system needs to be written for PHP/mySQL.

GALLERY
I would like users to be presented with an individual homepage after login.
whereby they can access a generic (available to all) photo gallery. The photos would be small (like thumbnails) no need to click & enlarge. Text relating to each photo would need to be displayed to the side of the photo (text needs to travel with photo).

INFO EXCHANGE
The third element, is a PHP script for emailing form data.
Forms include email address subscription on index page.
Information for me to collect and respond with posts.
an ability for me to post updates to the photos and text relating to the side of the photos.

A new databse would need to be created and a turn-key solution provided to allow me to FTP all files to my host.
templates can be used as required.
All code/IP belongs to myself.
One round of changes/usability testing and then sign-off.
