I need a website with database being built

At the moment I am using a very large excel spreadsheet with various tabs on it, all linked to one sheet which I then import into a database.
Those separate sheets all have differing calculations on, but then link to the same format on the end sheet.

What I envisage for this would be:-

Log on page – sign in with email address and password (I have hosting and domain already - would prefer this being built in laravel to manage it easier in the future).

Main Page – shows how many entries there are, along with a download button where I can download the latest updates in csv format.
Search button to find out details on a particular record, with a delete button which would remove it from the downloadable database, but keep a record of it.
Search would show all previous records along with the live version.

Dealer Page – Where I can Add and select “dealers” with information ie. Dealer Name, dealer contact details, VAT or no VAT, % or £ uplift on their prices. Option to “ceiling” their prices to the nearest 99p ie £1199.99 instead of £1200.
Option to increase uplift at certain levels ie if less than £100 then the uplift is £50, if between £101 and £250 the uplift is £100, if over £250.01 the uplift if £150 etc.
Would also show the last date of upload for that “dealer”

Upload Page – I select the “dealer” and upload the file that has been sent to me for that dealer. It would then use the information that I have put in via the dealer page to update the data for that dealer in the database, but keep a record of the old data for searchable purposes.
It would also send me a CSV file where information has been duplicated, and would import the “lowest price” version into the database.
When uploading it would show the date of upload.
