Excel calculator spreadsheet

I would like the attached spreadsheet modified to look at the number in cell L55. All table cells in column c,d,e,f,g,h,i,j,k, & l rows 44 through 54 go blank which illustrate a number higher than cell L55. At the same time the corresponding cells in the top table go blank if the lower table is overlaid to the top table residing in column c,d,e,f,g,h,i,j,k, & l rows 20 through 30.

I would also like directions on how it was accomplished for my future reference. I could look this up on the internet but don't have the time.

The successful bidder may be given more spreadsheets to do the same.
