Engineering material database that can be used to generate a quotation

I am looking for a budget cost to develop a database for materials and equipment that can be used to generate a quotation. we are an engineering and fabrication company. materials would need to be categorised and selected from drop down box, qty input then added to a cost sheet. material cost and input would need to be managed by an administrator. if a cost expires then the administrator must be informed. it would be nice to be able to export a specific category of the material database to a supply to update cost, then to be able to import back in to database with cost updated. Generate purchase requests based on supplier of materials. Add non standard equipment/materials.
completed quote to be given a quote number and saved on the company server.
Materials such as: Hollow section could be in stainless steel, aluminium, carbon steel. Pipe could be in stainless steel etc etc
could even consider an app for the guys in the field to generate a quote
