Database Guru WANTED for small project ( Microsoft Access or others)

I am looking for an Access Database guru to take a static (ie not automated) risk assessment tool I have built in Excel to the next level. Ideally I would want someone London based so that I can meet and discuss in detail my requirements and work through any issues.

I have a basic understanding of Access but would not be tied to that product as I am looking for the database to be a 1) standalone executable (i.e. you don’t need MS Office to run it) and 2) have some sort of copyright protection. I do know what I want to achieve. I am looking for someone I can work with to deliver my ideas into reality.
