Database Development

I shall speak anecdotally....
I want to construct an automated database to provide direct marketing to students.
I shall be selling travel companies this database which will be able to be manipulated in order to directly advertise to each individual. For example a student, may fill in the questionnaire saying they like africa and fish (it will be a little more sophisticated than that), then travel companies they could send them the relevant projects they have.
So an online form (link in an email) is sent to students - via careers officers, free to participate, find out what students (6th form and uni) are interested in - compile a database - then rent that database out to gap year companies.
they have the potential to tailor their advertising (e-mailshots) to each individual.
it needs to look after itself, with questionnaire results automatically populating the database once they are submitted.
