COunty & Town Database needed

Ive just realised that the database that I have been given onmy site is crappe. It is supposed to be counties and towns but rather than towns it seems to be districts, sub districts etc which is no good.

I either need a proper town database put in or - my initial idea which my developers could not seem to do was have a postcode database search where members would say they were willing to work within X miles of their home. When someone was then searching for a member they would type in their postcode and if the member lived within the radius their profile would be displayed.

Please bear in mind that I currently have a few hundred people aleady registred and any change on the database would have to not muck up their profiles.

This is an initial project but there may well be many more as I am always looking for ways to improve the site.
