Complete SQL PHP website

I need a solid online database to handle a high number of users and user accounts, it will require some email functionality and an element of e-commerce.
I have a detailed screen-print document and an access database with tables and most queries needed which I can email for pricing to anyone who is interested in providing a quotation for the project. I also need an approximate timeline for completion as I hope to get it all online as soon as possible.
I would be particularly interested in hearing from those who might be interested in further development work after the initial completion.
