Code a database website

The client had a previous website that was a business to peer recruitment website, where through the portal where it was made the client was able to upload jobs on to the website. This new site the client would like to create a peer to peer website, where users will be able to create individual accounts and upload their skills/cv/charge out rate and employers can also individual accounts to contact employees directly/leave them feedback.
