Caspio or Web Database help

I need help with either Caspio developer or someone who can create a bespoke online logbook website for me which will have multiple users who are able to upload and store pdf documents as supporting evidence. The database will have a traffic light conditional formatting system. The entire system is currently functional and works perfectly in Excel as a workbook and it is now time to take online. I imagine that it will be a lot of copying and pasting of code and the changing of target values and labels which I can easily assist with from the back end.

This is a personal project and I do not have a huge budget. If you are a company that will just ramp up the spec to unrealistic fees please do not apply. I have no real idea of budget for this.
