Windows Systems Administrator Needed

I want to create a shared folder on my windows 2016 Server to store Word and excel files for 8 users.

All 8 Users will have full access to all word and excel files except for one specific excel file called main.xls. For this file 4 users will have full access to it whilst the remaining 4 users will have view/read only access to.

I need someone proficient in Windows server administration to help me set this up.
