Website Research - Web/Contact Scraping - Ongoing Project

I am looking for a web scrapping specialist to compile a list in excel of US news/blog sites that post information specific to certain US states and their local counties/cities. For example:

US States:

Topics of the sites could include but are not limited to news, politics, business, healthcare, sports, entertainment, gaming, technology, travel etc. We will be using this information to contact these websites for guest postings so advertising contact forms or email addresses will be required.

The first project will be a research into the US state of Delaware (DE). To be clear, we only want news/blog sites that post information specific to the state of Delaware. Upon successful and satisfactory completion of this state's research, the freelancer can expect further work in other US states.

I have created a template in excel which outlines all the information I require. I have also included an example file of the types of websites we are interested in.
