Convert data in PDF to Excel

I need to convert data from a PDF document into Excel.

I'd like the data to be formatted in Excel in the same way as the PDF with separate columns with the same headings.

In the Licence Holder section of the document, use the headings "First Name" and "Surname"

Where there is no "First name" or "Surname", but a Company name, include this under "Surname"

I only want to keep the data where the property has a postcode that includes NW2, NW10 or NW6 - all other rows can be removed.

I then want to sort the list by "Surname" so if there are multiple lines of data relating to one person, they will all be grouped.

I have attached a screenshot of the data. In total, there would be 8137 licences on the PDF.
