Wordpress website design

Website designer wanted to create a Spanish tuition website for a language tutor. So far, I’ve chosen the template and paid for the domain name and I’d like to use a Wordpress website so I can change and manage the website thereafter.

I’d like to start the site within a week and would be looking at a timescale of 1 week.
I’d like the following:
1. 9 tabs at the top, ie, 9 webpages
2. Static image in the middle
3. 3 boxes below the main image
4. Form for students to complete on the ‘contact’ page
5. I’m happy to add content to the site but will need help with photos
6. The designer to set up the hosting with the domain name (all with Heart Internet)
7. Re-direct another similar domain name to this new website
8. Show me how to set up an email address with webmail on my PC and on my iphone
9. Amend the static text (logo and contact details) on the top bar of the site.
Also, to clarify, I haven't bought the template and wondered if something along these lines could be created?
