Wordpress theme customization and configuration

I'm looking for someone to setup a wordpress site.

I will provide:
- a blank wordpress installation on wordpress.com's business tier
- text content for the site (see attached pdf)
- stock photos

I require:
- a customized wordpress theme that is similar to crystalpeaksyouthranch.org
- creation of pages and content based on the text content provided.
- some massaging of the text content to ensure it's SEO friendly and fits well with the design you choose
- re-styling of the client-facing portion of BirchPress plugin to suit the wordpress theme used

You are not expected:
- to setup analytics
- to configure hosting, domain or SSL

The customized theme must be:
- desktop and mobile friendly
- load reasonably quickly (i.e. doesn't load up MBs of scripts to show the landing page).
- be configurable by a non-technical person (i.e. things like colors and images aren't hard coded into the customized theme)
