Wordpress template re-design

General information for the website: This is a education based web site
Kind of development: Customization of existing website
Num. of web pages/modules: 5 -7 page layouts
Description of every page/module: Please see attached imaged for design. I have a template that this has been based on www.sces.uk.com/new and need the template modified as per the attached design. I have further designs if required.
