Kind of development: Customization of existing website

Option to 'follow' other users:
e.g on this page (http://www.webdevfreak.co.uk/BRI/product/real-techniques-sculpting-brush/), there are 2 reviews displaying under the product name.
1st review is added by user 'beauty'.
When we click this user, it should display a page (to logged in members only) with all reviews this user has added for different products.
If I am not logged in and click this link, it will ask me to login to view all reviews added by this user.
On this page we need a link or button which says FOLLOW and once clicked, it will come under "users I'm following" heading in my member dashboard area.
A user should also be able to register to get updates when the reviewers they have liked have submitted another review.
To summarise this is what I need from WORDPRESS developer to do on this website;
a) Create a functionality so as when a user name from any review is clicked, it will display list of reviews added by that member.
This list is only visible to logged in members.
List of reviews format should be same as in 'Manage My Reviews' page i.e http://www.webdevfreak.co.uk/BRI/my-ratings/
User who is viewing this list can FOLLOW this user by simply clicking FOLLOW button.
b) Member dashboard page i.e http://www.webdevfreak.co.uk/BRI/my-account/
Currently it has 3 links i.e
- Edit Profile
- Manage My Reviews
- Logout
we need to add a new link just above Logout i.e "users I'm following"
"users I'm following" will display a page with the list of users I am following.
this list will have clickable user names which once clicked will take us to (a) same page with the list of their reviews on different products.
A user should get updates-(email notification) when the reviewers they have followed/liked have submitted another review on any other product.
I have a fix budget of £45 for this task and based on the success I will consider same developer for the future tasks.
