WordPress Plugin Creation

I'm looking for a WordPress plugin which which will allow users to search via their post code to find classes near them. It needs no booking functionality, just to list the classes in order and have an if statement to see whether to show a contact form or not. I will need back end functionality to add the class type, time, location, e-mail address and whether class is full or not. If the class is full, then it will display full, if not, it will have the ability to launch a contact form which will send info via a WebHook to Zapier.
