Woocommerce Notification on Extension

Hi I have Lottery for Woocommerce installed on a website and I need a notification module adding that lets people know a lottery has started after a countdown.

I would also like something that integrates with Twilio as I know this is easy to set up in Woocommerce but again it needs to trigger when a lottery goes live.
