Website Performance Issues

We are having problems with the website performance. For example on this page

http://shoppingonline.ie/component/jbusinessdirectory/?categorySearch=266&option=com_jbusinessdirectory&view=search&preserve=0

The first visit time to load page is 9 secs, when you visit the page again straight away, it loads in a bout 1/2 secs. If you return to the page say 30 mins later it goes back to the 9 secs.

I need you to resolve this so it always loads at 1/2 secs.

No generic proposals as they will be rejected straight away, please only bid on this if you are 100% sure you can resolve this issue.

Please also note, its not as simple as just turning on Jotcache, we have this turned on but we have excluded the J Directory component as we have a filter which filters results on the page, so when caching is turned on it does not work. We also have JCH Optimize Pro Optimum turned on. Unless you can install maybe something like Varnish cache and configure this to exclude the filtered results, this might work.
