Web page layout for Wordpress

I need a professional and experienced front-end engineer who can take a Web design in PSD (frontpage, also adaptive) and convert it into advanced, fast and performant, adaptive and SEO-friendly Web page layout, to be later used as a template with an existing Wordpress theme (so that copy and images can be easily modified in the CMS, while maintaining the layout).

It's a single page (landing page) + versions of how it should look like with different screen sizes (tablet, mobile device) + a sign in modal.
