Some alterations to a wordpress site

Kind of development: Customization of existing website
Description of every page/module: The site requires some alterations and improvements over the next weekin preparation for a trade show. In summary these are as follows:
- responsiveness. This is generally ok but there are some issues with Ipad3 and perhaps other devices.
- Home page. I've identified about a dozen tweaks which mainly involve changing text and removing whole sections. I'd like if possible to have a modern scrolling efffect on the site.

-main content pages.
- Side menu needs to look better in term of sizing, style of text, etc. and it needs to look the same whatever page the user is on.
- Sorting the images on the main content pages, editing them, replacing them, or just removing them if none of those options can be made to work.

- Contact form: adding in a subject and if possible sort it so that the form doesn't generate emails that are spammy (I struggle to stop them going into my junk folder)
Description of requirements/features: There really are no new features that I need as it is an existing brochure site. Aside from design it is mainly about looking at responsiveness, and sorting out the contact form if possible.
Extra notes: I need these initial tweaks on the site immediately and can pay up to £250-£300. I have a more detailed document outlining what I am looking for which I can provide for feedback before accepting a proposal.

It is worth nothing the following too..

Later in the year I am looking for a rebuild / new site. the budget for that will of course be higher, say £1,000- £1,400.

I also have a part build bespoke directory website (LAMP), which I would like to be developed. I have professionally made designs for this showing how it should work / function at the front end. This is another thing I would like to pick up in the spring.

I am looking to find someone who can become our "go-to" web person / webmaster. So I want someone conscientous and competent who is also responsive and contactable and who has broad skills including design, coding, and SEO and web marketing skills.
