what do you understand by "Budget should be reasonable. " ?
i have identified main reason why your site is slow, but i have no idea whats that. looks bad, and not needed, but i cannot predict the timeframe for this at this time.
you do also have a "slow" server, that should be looked into it, as rewriting site can only do good to a degree.
so let me know you budget plan for this, so we wont waste our time on that.
