Simple plugin to import a CSV file to a CUSTOM table

I am looking for a very simple plugin which will allow a user to enter one URL to a CSV file and then using cron, the CSV is retrieved and stored in a custom MySQL table within the WP database. Nothing else is required.

So, A plugin, that has a field to enter a URL, that URL is stored, as it will never change, then it can be run via cron to retrieve the CSV from that URL and put it into a table, that's all that is required.
