Set up a Multisite in Wordpress

Please not that I do not require the use of plug ins, rather setting up the multisite directly on Wordpres.

I am looking for someone who will set up a multisite in my webpage in order for it to be translated into 2 languages (English and Spanish). My website has 5 pages. The website was created in Wordpress and the host is BlueHost. I already have the website translated content, so I need someone familiar with Wordpress to set up the multisite.
