Need joomla expert to configure single page site template

General information for the website: single page template to configure

Description of every page/module: The website must be tuned according to the attached document. There is 2 pages to create:
1 page in english
1 page in chinese (translation supplied)
Description of requirements/features: The joomla instance is created and the template is in place. All that has to be done is tune the template.
