Need a forum developed

Extra notes: I require a forum to be built, either using an IP Board or XenForo (I have paid for both software) . If you recommend another forum please let me know.
The forum will have a homepage (has already been created (CSS files)). Please see attachment. It may need a WordPress homepage.

The forum is for teachers. The design will require horizontal tabs along the homepage (WordPress) and the actual forum (see attachment). The tabs will have a drop-down menu that will reveal the sub-forums.

The forum requires more than just a basic styling theme. Specific fonts, colours and certain look is required. The forum design must be minimal, clean and simple, so it does not look busy and clustered (information overload). This means all unnecessary ‘small prints information’ and ‘irrelevant functionalities’ removed -only the ones that are relevant to teachers.
I would look the header on the homepage and forum to remain statistic – always at the top and it does not disappear- see attachment. The forum needs to be device responsive.

Please respons only if you have experience with such forums. If not, don't bother, otherwise I will ignore it.
