Muti-Takeaway Order Service (Just-Eat) - Wordpress Plugin

Hello everyone.

I would like a plugin created for the use with Wordpress, it's features are below and what it needs to do however take a moment to look at the below sites to get a feel of what i would like this plugin to do.

This is a high level overview of the requirements:

1) Restaurant owner registers on site with categories
2) Restaurant owner can create his/her menu with prices
3) Consumer can go to site, search with there postcode to find local takeaways that diliver in there area
4) Consumer choses restaurant and then choses food items from menu that get added to thier cart, they register and provide dilivery details which is then passed onto the selected restaurant's email address for processing.
5) All money collected on site goes to site owners PayPal account, or cash on dilivery.

Also once this has been completed i will need a WordPress theme creating too, this will be posted in another job once this has been done.
